At the start of this meeting, those involved are discussing any materials and issues that need to be refreshed or caught up on. #CLEDocumenters @cledocumenters @signalcleveland

IG: @stevelilsister 🤍 @stesiaarie_ 4/41
IG: @stevelilsister 🤍 @stesiaarie_ 5/41
@cledocumenters @signalcleveland For clarity, this meeting was difficult to document as the jargon of this discussion was hard to grasp. There was not much depth or substance in this meeting. I have notated what I was able to take away. #CLEDocumenters @cledocumenters @signalcleveland
IG: @stevelilsister 🤍 @stesiaarie_ 6/41
@cledocumenters @signalcleveland There is an adoption of the minutes from the previous meeting. I am unaware of the previous meeting materials and/or minutes. #CLEDocumenters @cledocumenters @signalcleveland
IG: @stevelilsister 🤍 @stesiaarie_ 7/41
@cledocumenters @signalcleveland In order to better provide information and insight on this meeting, I will share the meeting materials and their purpose(s). This is the best I am able to do as the playback for this meeting is unclear. #CLEDocumenters @cledocumenters @signalcleveland
IG: @stevelilsister 🤍 @stesiaarie_ 8/41
@cledocumenters @signalcleveland Next I will attach and explain the letter composed by Lead Safe Advisory Board to Mayor Justin Bibb concerning the lead poisoning crisis in the city of Cleveland. #CLEDocumenters @cledocumenters @signalcleveland
IG: @stevelilsister 🤍 @stesiaarie_ 9/41
IG: @stevelilsister 🤍 @stesiaarie_ 10/41
@cledocumenters @signalcleveland In the first section of the letter, the members of the board address the concern that lead poisoning crisis in the city of Cleveland. #CLEDocumenters @cledocumenters @signalcleveland
IG: @stevelilsister 🤍 @stesiaarie_ 11/41
@cledocumenters @signalcleveland The members refer to the situation as being at a crossroads in their work to protect the city’s children from this crisis. #CLEDocumenters @cledocumenters @signalcleveland
IG: @stevelilsister 🤍 @stesiaarie_ 12/41
@cledocumenters @signalcleveland The next section details the road block the members are facing when it comes to planning and coordinating the next steps to aid in this crisis due to this being their first meeting since the rollout of the 2019 Lead Safe Law. #CLEDocumenters @cledocumenters @signalcleveland
IG: @stevelilsister 🤍 @stesiaarie_ 13/41
@cledocumenters @signalcleveland They explain that since that previous meeting, they have not received any information on the administration participating in the lead safety program. #CLEDocumenters @cledocumenters @signalcleveland
IG: @stevelilsister 🤍 @stesiaarie_ 14/41
@cledocumenters @signalcleveland Several members of this board verbally challenged the administration’s intention to assist with this matter. They express concern that the administration is not fully committed and may not be prepared to take action on the issue. #CLEDocumenters @cledocumenters @signalcleveland
IG: @stevelilsister 🤍 @stesiaarie_ 15/41
@cledocumenters @signalcleveland A notable section in this letter is the one I have attached below.
IG: @stevelilsister 🤍 @stesiaarie_ 16/41
@cledocumenters @signalcleveland Several members of the board share the view that the Administration was fundamentally unprepared to implement the transition from Lead Clearance Exams to Lead Risk Assessments on October 18. #CLEDocumenters @cledocumenters @signalcleveland
IG: @stevelilsister 🤍 @stesiaarie_ 17/41
@cledocumenters @signalcleveland It was briefly suggested that the administration did not properly prepare for, nor introduce this change prior to it being implemented. #CLEDocumenters @cledocumenters @signalcleveland
IG: @stevelilsister 🤍 @stesiaarie_ 18/41
@cledocumenters @signalcleveland It is said that “This change was announced four days earlier via Executive Order 2024-03: Accelerating Progress Toward Fewer Lead Poisonings.” This change also had no prior public announcement. #CLEDocumenters @cledocumenters @signalcleveland
IG: @stevelilsister 🤍 @stesiaarie_ 19/41
@cledocumenters @signalcleveland The lead safe workforce has said that this change was brought upon them impromptu and that they were “caught off guard”. #CLEDocumenters @cledocumenters @signalcleveland
IG: @stevelilsister 🤍 @stesiaarie_ 20/41
@cledocumenters @signalcleveland The board wrote “it now seems that the Executive Order was implemented without needed updates to city's data systems that track and monitor submissions.” #CLEDocumenters @cledocumenters @signalcleveland
IG: @stevelilsister 🤍 @stesiaarie_ 21/41
IG: @stevelilsister 🤍 @stesiaarie_ 23/41
@cledocumenters @signalcleveland The board says that there is a “gap in information”. For example, Mayor Bibb’s staff have still not answered the question of how many property owners have submitted a Lead Risk Assessment since the Executive Order went into effect on October 18. This is vital information.
IG: @stevelilsister 🤍 @stesiaarie_ 24/41
@cledocumenters @signalcleveland The board needs certain information in order to guide the next steps in the development and implementation of change in the lead safety crisis. This a critical time in their planning. #CLEDocumenters @cledocumenters @signalcleveland
IG: @stevelilsister 🤍 @stesiaarie_ 25/41
@cledocumenters @signalcleveland Another very crucial detail is that that Administration has let the contract for a Lead Safe Auditor lapse. “ Without an auditor, the Board also has not been given a complete data picture of the program since the second quarter of 2024.” #CLEDocumenters @cledocumenters
IG: @stevelilsister 🤍 @stesiaarie_ 26/41
@cledocumenters @signalcleveland A new auditor has been selected, however, they can not be onboarded until the new year. #CLEDocumenters @cledocumenters @signalcleveland
IG: @stevelilsister 🤍 @stesiaarie_ 27/41
@cledocumenters @signalcleveland I will now attach the next and final portion of the letter. #CLEDocumenters @cledocumenters @signalcleveland
IG: @stevelilsister 🤍 @stesiaarie_ 28/41
IG: @stevelilsister 🤍 @stesiaarie_ 29/41
@cledocumenters @signalcleveland The board says that they have to spend the dollars allocated to this program in ways that will protect the city’s children from poisoning. #CLEDocumenters @cledocumenters @signalcleveland
IG: @stevelilsister 🤍 @stesiaarie_ 30/41
@cledocumenters @signalcleveland The board gives data that as of today, barely one third of available funding across the City and private partners has been spent, “even after years of promises.” #CLEDocumenters @cledocumenters @signalcleveland
IG: @stevelilsister 🤍 @stesiaarie_ 31/41
@cledocumenters @signalcleveland The board goes on to say “In the coming year, we will certainly need legislative changes to the law to make this program work better.” The board closes by saying that it is their hope to see change and assistance in protecting the city’s children, as they deserve nothing less.
IG: @stevelilsister 🤍 @stesiaarie_ 32/41
@cledocumenters @signalcleveland The remainder of this meeting was difficult to document as there was again complicated and unclear jargon. Names of the board members as they spoke were also unclear. I will attach their names.

@cledocumenters @signalcleveland I will give some background on this background, as I usually would do in the beginning of the thread. #CLEDocumenters @cledocumenters @signalcleveland
