This committee reviews and discusses legislation related to the redevelopment of blighted areas, the rehabilitation and conservation of properties, the alleviation of the housing shortage, economic and industrial development, the land reutilization program and matters pertaining to Cleveland’s Departments of Community Development, Economic Development, Consumer Affairs and Building & Housing, and city planning and zoning issues, including the City Planning Commission. It is also responsible for Community Development Block Grant spending, which pays for senior services and neighborhood recreation.

@cledocumenters @NeighborUpCle Boiler Specialist Co, an industrial boiler service, is very concerned. Why would we rezone development in a flood zone, he asks? City planning informs him that he is grandfathered in and would not be affected.

asks “How soon will you stop truck traffic from coming down?”Mentions urban overlay and that trucks and walking is going to be an accident, its not “if” its “when”. Runners and walkers are currently together in an unsafe mix.

Council states that the overlay is to direct any new investment, readaptations to mixed use retail, breweries. Purpose is to allow it to be permitted by right. Allows to promote walk-ability, and trucks traffic to happen safely, together.

McCormick explains that they want to keep the areas mixed use. Noise concern expressed. Physical leases in the flats have the understanding of noise. The vision for the valley plan incorporates mixed use.

Emergency resolution to adoption of manual to be in line with funder, HUD. Requests approval for legislative behind the Community Development Manual. This is the first request to approve, has not been required before.

Why now, council woman asks. HUD has issued a deadline. Department went through a federal monitoring last fall. Guidelines/Manual will be living and reviewed every year.
