“Human Relations Commission. There is hereby established a human relations commission of up to fifteen (15) members appointed by the mayor to serve without compensation for staggered terms of two years. One third of the members may be non-residents of the city. The commission need not meet on any fixed schedule. It shall consider such matters as may promote or may interfere with the harmonious relations between and among the various religious, racial, national or other similar groupings in the city and make such recommendations to the mayor and council as the commission deems appropriate. The commission also shall have responsibility for the initiation and implementation of the city’s barrier-free program and the responsibilities formerly exercised by the committee for a barrier free New Brunswick.”
